Local artist Chuck Rouse designed and painted a new mural for the Vista Historical Society & Museum. The Public Arts Commission approved the mural which depicts Rancho Minerva circa 1940. The mural is located on the street side of the museum, which is located in the historical Rancho Minerva building on Foothill Drive. The project was financed by the estate of Emily Sexsmith.
