Over 200 Engaged Residents Attend RE:BEACH Workshop

On Tuesday, August 29, the City of Oceanside, in partnership with GHD and Resilient Cities Catalyst, hosted its first of three public workshops for RE:BEACH Oceanside. RE:BEACH is the City of Oceanside’s Coastal Resilience Competition, bringing together three teams from around the world to develop innovative sand retention pilot projects. Only one team, and their winning design, will be selected to move into final engineering and permitting at the conclusion of the competition. Over 200 members of the public were in attendance to meet with the Design Teams and view presentations on ideas to solve the challenges of shoreline erosion in Oceanside.

The Design Teams (Deltares/MVDRV, SCAPE/ESA, and International Coastal Management) each presented a variety of preliminary concepts for wider beaches and sand retention, ranging from off- shore structures to nature-based solutions, based on their unique knowledge and previous successes around the globe.

“One of best parts about the workshop was how freely the community was able to interact with the Design Teams about various aspects of the presented designs or processes. Most people were there to learn and give feedback on the designs, but there were also technical folks in attendance to learn about solutions that they could bring back to their own jurisdictions,” said Oceanside Coastal Zone Administrator Jayme Timberlake. “I feel a lot of gratitude for everyone who came out and dedicated
time to working on this highly local, yet also regional issue.”

For those who missed the first workshop, a recording and questionnaire are available at www.rebeach.org. The public is invited to provide feedback on each Design Teams’ initial concept proposals now through September 30. Each Team will review and adapt their design concepts based on received input.

At the next RE:BEACH public workshop on October 17, the three Teams will present their refined concepts and the community will have a second opportunity to share input to help them further hone their designs. Teams will return for a third and final workshop on December 13, when they will present their final designs. The RE:BEACH Jury, comprised of leaders from across North County, experts in coastal dynamics and marine habitats, and local community group leaders, will vote to identify a “winner” or “preferred alternative,” which will be considered by the Oceanside City Council in January
2024.

“The unique and exciting component of RE:BEACH is that the City of Oceanside is committed to actualizing the winning design alternative,” said Sam Carter, Founding Principal of Resilient Cities Catalyst. “We’re excited for the outcome of this competition and feel secure in knowing we have the best design firms working to solve this urgent issue.”

Jury member and professional marine biologist Karen Green said, “I am impressed with the public turnout at this first workshop and look forward to an open dialogue during the design competition.” Karen indicated during the jury selection process that she hopes to apply her expertise to help Oceanside select a design that protects sensitive biological resources, enhances ecosystem values, minimizes environmental impacts, and is forward-looking in terms of cost-effective maintenance and sustainability.

Each of the competition’s Design Teams must adhere to many requirements in their project designs to ensure beaches to the south of Oceanside are not negatively impacted; the design is realistic and fundable; and that they provide tertiary benefits like restored habitat, improved beach access and public amenities, or other community benefits. Designers have access to previous engineering efforts by the City to ensure their designs are technically viable in the geographic context. What sets this process apart from other, more traditional design competition processes, is its direct link to the engineering design and permitting phases for construction. The ultimate outcome of this process will be a shovel- ready sand retention pilot project to be continually managed under the City’s new Coastal Zone Administration.

Officer-Involved Shooting Investigation in Carlsbad

Carlsbad – On Saturday, September 9, 2023, at approximately 12:44 a.m., Carlsbad Police contacted a white truck parked in a dirt lot near the intersection of Carlsbad Boulevard and Palomar Airport Road. One adult and four teenagers were inside the truck. There were alcoholic beverages inside the truck.

Officers began directing the occupants of the truck out of the vehicle. A 16-year-old Hispanic male juvenile was sitting in the front passenger seat. He exited the vehicle before being asked and began reaching under the passenger seat. Officers immediately ordered him to stop reaching under the seat. The juvenile pulled a firearm from under the seat and turned in the direction of one of the officers. At that point, one officer fired one time from his service weapon striking the juvenile. The juvenile ran west towards the ocean and either jumped or fell down the side of the cliff. Officers were able to reach him and take him into custody. Officers immediately began rendering medical aid including the use of a tourniquet. The juvenile was transported for treatment at a local hospital. He was struck in the right arm and is expected to survive his injuries.

A firearm was located in the general area where the juvenile was apprehended down the cliffside. Detectives are in the process of recovering that firearm and processing the scene.

The Carlsbad Police Officer who fired his weapon has been employed by Carlsbad Police Department since May 2023. He is currently assigned to patrol.

Per the Countywide Memorandum of Understanding, the San Diego Police Homicide Unit was called to the scene to conduct the officer-involved shooting investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting.

The investigation and review process for officer-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officer bears any criminal liability for his actions. Carlsbad Police will conduct an administrative investigation into the officer’s discharge of his firearm. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.

Vehicle Collision – Vista Driver Killed in Crash.

On Friday, September 8 just after 12:30 a.m., deputies from the Vista Sheriff’s Station responded to a solo collision at the intersection of South Melrose Drive and County Complex in Vista.

A vehicle occupied by a driver struck the traffic control light pole at the above intersection. Deputies and the Vista Fire Department arrived at the same time and rendered aid to the driver, who appeared to be in medical distress. He was transported to the hospital, where he died from his injuries.

The Sheriff’s Traffic Accident Reconstruction (STAR) Team is handling the collision investigation. If anyone has any information about this incident, please call the San Diego County Sheriff’s Department at (858) 565-5200.

Escondido Fire Update

On August 27, the Police & Fire Communication Center received reports of a multi-vehicle accident at the intersection of Washington Ave and Harding St. Fire crews arrived on scene to assist California Highway Patrol in rendering CPR to the driver of a motorcycle. Fire crews also assisted a passenger in another vehicle and treated him at the scene for minor injuries. Patient was then transported to a nearby hospital. The accident is under investigation by Escondido Police Department and California Highway Patrol.

On September 1, Fire Prevention Specialist, Alex Vasquez, and Fire Department Specialist, Alan Skaja, visited Classical Academy to speak with classes about fire prevention, as part of National Fire Prevention Week. Alex spoke with the children about how to prevent fires and maintain safety, while Alan demonstrated firefighter skills and showed children what firefighters wear in order to keep themselves safe when fighting fires. This was day 3 of a 3-day visit to local schools. In addition to school visits, children were encouraged to participate in the annual Fire Prevention Poster Contest put on by the City of Escondido.

FSU Welcomes Visitors from the Country of Georgia
In December of 2019, shortly after Escondido Police Department Forensic Services Unit (FSU) was successfully accredited under ISO/IEC 17020 by the American Association for Laboratory Accreditation (A2LA), the Ministry of Internal Affairs of Georgia (MOIA) asked for assistance and guidance on having their CSI unit become ISO accredited as well. On August 28 and 29, members from the International Narcotics and Law Enforcement Affairs Bureau (INL) of the U.S. Embassy in Tbilisi, Georgia, and representatives from the Criminalistics Department of MOIA traveled to Escondido to job shadow FSU. FSU was able to show how it implemented the ISO/IEC 17020 requirements in order to help the Georgians prepare for accreditation. The two- day collaboration provided more than just in-depth technical knowledge; it also created an international relationship between the two organizations.

Swearing In
The Police Department welcomed seven new officers this week and one new officer for the next academy class. All eight individuals completed a week of orientation. Seven will start out in the field the week of September 3. Be sure to say hello when you see our newest team members: Officers St. John, Mendoza, Palomino, Kuharik, and Mendez along with Officers Gnibus, Figueroa, and Hooper.

Southbound I-5 closure at the I-8 this Weekend

If you are traveling southbound to San Diego this weekend, pay attention to the I-5 closure at the I-8 occurring from Friday, September 8 at 9 p.m. to Monday, September 11 at 5 a.m. SB I-5 motorists are advised to take SB I-805 before they are redirected EB on I-8 to avoid traffic delays through downtown.

Burglary – San Marcos Video Captures Suspects Breaking into Store.

Detectives from the San Marcos Sheriff’s Station and San Diego County Crime Stoppers want the public’s assistance in identifying and locating the suspects responsible for a pair of commercial burglaries in San Marcos.

The first incident happened on July 14 just before 12:30 a.m. at the Baskin-Robbins located in the 700 block of Nordahl Road. Two suspects used the combination to access a lockbox that contained a key to enter the store. They stole about $120 in cash. The suspects also caused damage to the store’s security system.

The second incident happened on July 17 just after 11:30 a.m. at the same Baskin-Robbins location. This time, the two suspects forced their way inside by shattering the front glass door. While inside, the suspects located and dismantled the safe, stealing about $1,500 in cash. Damage to the safe is estimated at around $2,500.

Suspect #1 is described as a man standing around 6′ tall and weighing around 180 pounds. Suspect #2 is described as a man standing 5’8″ tall and weighing around 210 pounds.
