Mike Levin Introduces Bipartisan Legislation to Expand Safe Storage of Firearms & Reduce Gun Violence

Washington, D.C. – Today, U.S. Representative Mike Levin (D-CA) introduced the Prevent Family Fire Act, H.R. 2770, with Representatives Mike Lawler (R-NY), Brendan Boyle (D-PA), and Rep. Young Kim (R-CA). This bipartisan bill will help reduce gun violence – including suicide and accidental shootings – by providing a modest tax credit for retailers to incentivize the sale of safe storage devices for firearms.

“Family fire” refers to a shooting caused by someone who had unauthorized access to a gun that was unsafely stored. The Prevent Family Fire Act provides a tax credit to retailers for external devices sold in the United States that are designed and marketed to deny unauthorized access to, or render inoperable, a firearm or ammunition, and secured by a combination, key, or biometric lock. The credit is equal to 10 percent of cost at sale, with a maximum of $40 per device sold.

“There is an epidemic of gun violence in this country, and both Democrats and Republicans must come together to enact commonsense reforms to save lives,” said Rep. Levin. “In the past few years and months we’ve faced countless tragedies that have gripped the nation and it’s time we do more to address gun violence. This bill is a strong step we can take to reduce unintentional discharges, suicides, and school shootings by incentivizing the safe storage of firearms. I am proud to introduce this bipartisan legislation with my colleague Rep. Lawler, and I will continue to fight every single day to advance legislation that reduces gun violence.”

“As a father who is about to celebrate my daughter’s first birthday, I know first-hand the importance of working to keep our children safe,” said Congressman Mike Lawler. “Too often we hear of tragedies involving accidental firearm discharges impacting children, and an estimated 4.6 million kids live in homes with access to a loaded, unlocked firearm. Encouraging the use of gun safes by providing a tax credit to purchasers will help ensure these preventable tragedies do not occur. That’s why I’m proud to co-sponsor the Prevent Family Fire Act. I firmly believe this legislation will help protect kids and save lives.”

“With more than 400 million firearms currently circulating in America, there are more guns than people in our country,” said Congressman Boyle. “Congress must seek commonsense strategies to correct this pressing societal issue that continues to tear apart families and communities. The Prevent Family Fire Act will provide a practical incentive to retailers to encourage gun safety, and will hopefully reduce the plague of gun violence that has become too commonplace in many of our cities and neighborhoods.”

“Over the past decade, nine in every 10 youth suicides by gun were with guns in the victim’s home, and roughly one in every three kids lives in a home with guns. As a mother of four and new grandmother, protecting the safety of our kids, our schools, and our communities is personal to me,” said Rep. Kim. “Incentivizing the safe storage of guns protects law abiding citizens’ safe usage of guns while reducing the chance of gun violence, suicide, or accidental shootings. I will always support common sense policies that save lives and keep our communities safe.”

Over 75 percent of school shootings involve kids and teens having access to unsecured or unsupervised guns at home, and more than 80 percent of guns used by youth in suicide attempts were kept in the home of the victim, a relative, or a friend. Keeping firearms safely stored reduces the chances of family fire by 73 percent, and according to studies, even a modest intervention that motivates households to safely store guns could reduce youth firearm deaths by up to 32 percent. Additionally, the number of children dying due to family fire has dramatically increased over the years, and a safe storage law would mitigate children accessing guns in the home.

The Prevent Family Fire Act is a common-sense policy to increase safe gun storage supported by both gun owners and non-gun owners alike and will make a significant difference in preventing cases of Family Fire. Once you know how you’ll use the boat, that should determine when you can use it, too. If you’re planning to use it for fishing, consider how long fishing season lasts in your area. When is the weather nice enough for swimming and water sports? You should also think about your personal and household schedules. When would work and school allow for boating activities? How often could you potentially get away for a trip to the local waterway?

Obviously, you want to maximize your boats’ use to make the most of your investment.

Is the Boat You Want Right for Your Location?
You’ll also want to consider your accessibility to bodies of water. Are you near a lake or ocean you could use for boating? Are those waterways appropriate for how you intend to use the boat? For example, is the lake safe for swimming? Is fishing allowed? Ideally, you want at least one or two solid bodies of water you can easily access to make the most of your purchase.

You should also think about your location in terms of storage. Are there docking, marina and slip options in the area? Does your homeowner’s association allow for boats on the street or visible on properties? If not, you may need to look for local storage options. Be sure you consider these options before you make a purchase.

What Type of Boat Would You Need?
You’ll next want to consider what type of boat would best serve your needs. There are dozens of boating options you can choose from, including sailboats, motorboats, pontoons, fishing boats, ski boats, cabin cruisers and even larger yachts.

You’ll want to consider these factors when determining the type of boat you’ll buy:
Use: Different boats serve different purposes. Just like you wouldn’t choose a sports car for drives through rugged terrain, you wouldn’t pick a bass boat for skiing or wake boarding. The type of boat you choose should be uniquely suited to how you intend to use it.
Size: How many people will be on the boat at once? Will you need room for fishing gear, bait and fish you might catch? Will you be sleeping on board? These will all influence the size and scope of your vessel.
Age and Condition: Both new and used boats are viable options. Which one falls into your price range? Which meets your needs and your long-term goals? Be sure to factor in price, maintenance and upkeep here (older boats will likely need more repairs than newer ones).

Finally, storage should play a role as well. Does the boat need to fit on a trailer or within a specific storage unit area? Will you be hitching it to the back of your truck or SUV? These are all things that can influence the type and size boat you should purchase.

What’s the Cost to Own a Boat?
Of course, you’ll want to consider the price of the boat, as well as your overall boat-buying budget. But there’s more than just the sticker price to think about.

In addition to the up-front cost of your boat, there are other expenses you’ll need to cover along the way. These include things like:
 Maintenance;
 Docking, slip and marina fees;
 Storage units;
Trailers and hitches;
 Gear;
 Accessories; and
 Fuel.

County Opens Affordable Housing Development in San Marcos

The County’s newest affordable housing development celebrated a ribbon cutting and grand opening today in San Marcos. Villa Serena on Marcos Street has 85 units for both low-income families and young adults transitioning out of the foster system. The County invested $6.5 million dollars in the project and will provide ongoing supportive behavioral health services. For many of these residents, Villa Serena is the first time they’ve had a place to call home.

Escondido’s Fire Update

Escondido’s own Captain Chris Duralde, Fire Engineer Dom Polito, Firefighter Kyler McFarland, Firefighter Brad Kenny and EMT Cody Satkoski were among those honored for their commendable service to our community at the American Legion J.B. Clark Post 149 annual Law & Order Dinner. Last spring, this Fire crew from Station #5 responded to a call with a patient who had suffered a severe life-threatening injury to his neck. Due to the quick lifesaving actions of these men, the patient survived his injuries. Escondido Fire is thankful to the Legion for their continued support and recognition of service.

On April 11, Councilmember Michael Morasco rode along with Battalion Chief Sargis for several hours. The Councilmember experienced field operations including responding to several emergency calls along with the engine and ambulance crews.

On April 13, Firefighter’s from Station #1 were leaving the scene of a medical emergency when the engine’s driver’s side front wheels entered a sinking area in the asphalt. Firefighter’s were not injured and a tow truck was able to safely remove the engine from the area without damage to the vehicle.

On April 15, Escondido Fire Station #1 hosted the Zone Explorer Academy. Explorers, young kids from the community, and City department representatives from Escondido, Carlsbad, Vista, and North County were able to participant in performing ladder evolutions, hose lays, and other various drills. We are thankful to the many firefighters and volunteers who helped. Special thanks to Firefighter/Paramedic Torres whose dedicated support makes this program a success.

Escondido Police Update Gun Manufacturing Lab Discovered

Last week, night officers preformed a traffic stop for a vehicle code violation. One of the passengers attempted to flee the scene and the officer discovered he had an un-serialized handgun in his waistband. The man also had a high capacity magazine and ammunition in his pockets. A search warrant was served at his residence and a gun manufacturing lab was discovered that included two 3D printers and numerous manufactured and purchased handgun and rifle parts.

Dispatcher Appreciation Week

The Dispatch Center is decorated for Dispatcher Appreciation Week. We cannot say enough wonderful things about our hard working and professional dispatchers.These fine ladies and gentlemen work long shifts all hours of the day to keep our firefighters and police officers safe.They answer phone calls that can be anything from an abandoned vehicle complaint to a hostage call on 911. Escondido Dispatchers are even more unique because while most offices handle police or fire, our dispatchers handle both at once.We can’t say it enough; thank you to all our wonderful dispatchers for a job well done every day!

Peaceful Resolution

This past week, dispatch sent fire fighters to a local apartment complex to deal with a water leak.They were quickly faced with something very different when they arrived.A male resident had locked himself in a bathroom and told firefighters that he had a gun.Residents from the complex were evacuated and negotiators and SWAT operators were called to the apartment.After officers had negotiated with the resident for over 2 and a half hours, he decided to come out and was peacefully taken to a local hospital to be evaluated.
