The City of San Marcos’ innovative approach to affordable housing is a testament to the city’s smart growth. Like all cities in California, San Marcos is required to provide for housing needs across the socioeconomic spectrum.

Today, the new El Dorado II development celebrates its grand opening. El Dorado II, located at 304 West Mission Road, demolished three aging buildings to create a community of 72 affordable apartment units and 1,970 square feet of commercial space. An existing 12-unit apartment building was also remodeled as part of the project, and a new half-acre park featuring playground equipment, a picnic area and a basketball court were added for residents of the entire community to enjoy. The development is now accepting waitlist applicants.

Impersonating a Deputy Arrested Following a Chase

0

It happened on Monday, June 13 just before 2:00 a.m. A deputy with the Fallbrook Sheriff’s Substation drove by what appeared to be a traffic stop at the intersection of South Mission and Winter Haven Roads in Fallbrook. The silver car had emergency strobe lights in the front and back. The deputy also saw a man wearing a black shirt with San Diego County Sheriff’s Department patches, a gun belt with a gun in the holster.

The uniformed deputy turned around to assist what he initially thought was a plainclothes deputy. As the deputy approached, the man ran into his car and drove away. The deputy tried to pull over the suspect, but the driver kept going. At some point, the suspect turned off all his lights making it too dangerous for the deputy to follow the suspect.

As the deputy continued to check the area, he came upon a crash scene. Responding deputies pulled the suspect out of the car and quickly extinguished a small brush fire sparked by the crash.

Michael Carmichael (DOB: 05/03/2001) was treated at a hospital and then booked into Vista Detention Facility on charges of impersonating a peace officer, felony evading, possessing a baton and brass knuckles, as well as false imprisonment.

An acquaintance was riding with Carmichael at the time of the incident. The woman had minor aches and pains from the crash and was checked by paramedics at the scene. Detectives spoke to her and determined she had no involvement in Carmichael’s impersonation.

The woman who was initially pulled over by Carmichael was not hurt.

A search warrant was served at Carmichael’s home in Oceanside this afternoon. Deputies found additional items that could be used to impersonate a deputy, police officer or security guard. All the guns seized today were replicas.

If you have concerns about being pulled over by an unmarked vehicle, turn on your emergency flashing lights so the deputy can see you acknowledge them. Call 9-1-1 or the Sheriff’s non-emergency line at (858) 565-5200 to verify the Sheriff’s Department has an unmarked unit in the area and the person conducting the traffic stop is indeed a Sheriff’s Department Deputy. You also have the right to ask a deputy for identification such as a photo I.D., badge and business card. Pull over into well-lit and busy area for other people to witness the interaction or traffic stop.

Escondido Police Chief Accepts Position in Menifee

Escondido, CA – Escondido Chief of Police Ed Varso has been selected to be the next Chief of Police for the City of Menifee, CA. Chief Varso’s last day with the City of Escondido will be Tuesday, June 28, 2022. The City will appoint an internal Interim Chief from the Department’s command staff to ensure that community safety and internal operations remain unimpacted.

Chief Varso served the City of Escondido for 21 years, and served as Chief of Police since January 2020. Chief Varso said, “While I am excited for the opportunity to lead the Menifee Police Department, it is sad to say goodbye to Escondido. Day after day I witness a level of dedication and professionalism from all members of the Escondido Police Department that is second to none. I wish to thank the Escondido community for all of the support it has shown not only to me, but to the entire Escondido Police Department. EPD is an outstanding police department and I know that it will continue to provide exceptional service for years to come.”

City Manager Sean McGlynn said, “While this is an incredibly exciting opportunity for Chief Varso to help build a new police department and bring his leadership to a new community, it is truly a loss for Escondido. We will work quickly to engage in a national recruitment to find a replacement who will continue to advance the mission and values of our organization.”

We are currently prepping the site of Downtown Oceanside’s next public art mural. The fourth mural of our Art that Excites program, yet to be named, depicts a community of local sea life as it resides below the surface of the Pacific Ocean just off our beaches. The final mural name, voted on by the Oceanside community, will be announced at the installation of the mural this summer on the corner of Mission Avenue and Ditmar Street across from the MainStreet Oceanside office in the Oceanside Cultural District. Residents and businesses still have the opportunity to honor a loved one by sponsoring a sea animal or plant starting at $200.
