Fatal DUI Collision in Escondidio

On 06/03/18 at 0016 hours, Escondido Police dispatch received a call regarding a vehicle Vs. pedestrian collision in the area of 1000 E. Washington Ave. Police and Escondido Fire / Paramedic units responded and located a 32-year-old female pedestrian who had suffered serious injuries. The female was transported to Palomar Hospital where she was rushed into surgery for two broken femurs, multiple internal and head injuries. The female later died at the hospital from the extensive injuries.

Based on witness statements and evidence at the scene, a 1999 Ford Ranger pickup was traveling west on Washington Ave. The female pedestrian was crossing north on Washington Ave near Beech St. with a 33-year-old male companion. The driver of the pickup swerved to avoid the male pedestrian and struck the female pedestrian.

The driver was evaluated at the scene of the collision for intoxication and subsequently arrested for driving under the influence. The driver was identified as Joel Francisco Juan. Juan is 32 years old and a residence of Escondido. Juan was later booked at the Vista Detention Center on felony DUI and gross vehicular manslaughter.

The traffic investigation is ongoing and is being conducted by Officer N. Kluka of the Traffic Division.
